I saw Mr. Winnifrith (Treasury) yesterday about this and he agreed that we should go ahead with the setting up of this organization on the basis, as to salaries, indicated in my minute of the 8th May. am now writing to Mr. Winnifrith to get this arrangement confirmed.

Yesterday afternoon, Mr. Cohen sent to me a possible candidate for the post of Secretary. I have opened a separate sub-file to deal with further action about that appointment.
